Norway is imposing a near-total ban on generative AI in elementary schools, restricting its use in lower secondary grades, in one of the most aggressive national moves yet to limit children's exposure to automated writing tools. The policy takes effect at the start of the school year in late August.
"The most important thing in school is that our children learn to read, write, and do math," Prime Minister Jonas Gahr Støre said Friday, according to the Decoder and Reuters. What the Rules Say
Under the new policy, students in grades one through seven — roughly ages 6 to 13 — will generally not be allowed to use generative AI tools. In lower secondary school, covering ages 14 to 16, AI may be used cautiously and under teacher supervision. Older students will be taught how to use AI appropriately, the government said. The restrictions are paired with a push to bring physical materials back into classrooms. The government plans to pass a law requiring municipalities to provide physical teaching materials, which the Decoder reported would mean "more books back in classrooms." Declining Learning Outcomes
The policy is grounded in concern about a years-long slide in educational performance. The United Arab Emirates will make AI a required subject from kindergarten through 12th grade starting in the 2025-26 school year, embedding it directly into the curriculum. In Germany, the Conference of Ministers of Education has called for weaving AI into the classroom and described a ban as "unrealistic and untenable," arguing that students need to understand the tools that will define their working lives.
That divergence highlights a fundamental tension in how societies think about AI and learning: is the technology a threat to foundational skills that must be held back, or a tool that students must master to be prepared for the future?
The Broader Debate
Norway's decision feeds into a wider conversation about when children should encounter AI and under what conditions. Critics of aggressive AI adoption argue that outsourcing writing, calculation, and problem-solving to machines early in education erodes the cognitive foundations those skills are meant to build — that a child who never struggles through a sentence or a long-division problem never internalizes the underlying reasoning.
