The U.S. National Science Foundation has awarded a $35 million cooperative agreement over five years to the San Diego Supercomputer Center at UC San Diego to establish and run the Operations Center for the National Artificial Intelligence Research Resource, UC San Diego announced this week. SDSC will lead the effort in collaboration with the Texas Advanced Computing Center at the University of Texas at Austin.

Why a Permanent Operations Center Matters

Scientific discovery increasingly depends on AI resources — large-scale computing, curated data, and specialized tools that typically exceed what an individual laboratory or university can marshal on its own. The NAIRR pilot, launched by NSF in January 2024 following a 2023 executive order, has connected thousands of U.S. researchers to contributed compute from agencies, private companies, and academic centers. The award creates exactly that: the organization, services, and coordination needed to connect researchers, educators, and students with advanced computing, data, AI models, software, training, and technical expertise. HPCwire reported the center is jointly led by SDSC and TACC, while ExecutiveGov noted the launch positions the NAIRR as a standing national research infrastructure rather than a time-limited demonstration.

"The NAIRR-OC is an important step toward making advanced AI resources genuinely usable by researchers, educators, and students across the country," said Frank Würthwein, SDSC director and the NAIRR-OC principal investigator and director, in the announcement. "By expanding access, we can enable ambitious ideas and discoveries that might otherwise remain out of reach."

What the Operations Center Will Actually Do

Under the cooperative agreement, SDSC and TACC will serve as the NAIRR's operational backbone. According to UC San Diego, the Operations Center will:

  • Coordinate participating private-sector, federal, and academic resource providers
  • Integrate computing, distributed scientific data, AI models, software, and research tools
  • Build and operate a unified national NAIRR portal
  • Provide user support, documentation, training, outreach, and engagement
  • Establish a NAIRR user forum and feedback channels so the resource evolves with community needs
  • Lead the transition of appropriate functions from the NAIRR Pilot into long-term national infrastructure
  • Identify challenges that prevent researchers, educators, and students from fully engaging in AI-enabled discovery

The emphasis on a single coordinated portal and support layer addresses a longstanding criticism of federated compute programs: that admitted researchers face a patchwork of incompatible allocation systems, account processes, and toolchains before running their first experiment.

Complementary Strengths in the National Cyberinfrastructure

The pairing is deliberate. UC San Diego is home to SDSC and leads the NSF-supported National Data Platform and National Research Platform. UT Austin is home to TACC, which leads the U.S. NSF Leadership-Class Computing Facility, the nation's most powerful open science computer. TACC's executive director, Dan Stanzione, who is also associate vice president for research at UT Austin, said the NAIRR-OC "fits perfectly" with the center's mission and will complement TACC's Leadership-Class facility by providing the computing and data infrastructure NAIRR users need for discovery at scale.

"Together with our long-time collaborators at SDSC, the NAIRR-OC will help us bring AI to new researchers and users, and to create a single, coordinated service to bring NSF resources to the research community and the public," Stanzione said.

The Broader Context: AI Compute as Public Infrastructure

The launch arrives as access to AI compute has become a strategic concern for American science. Frontier-scale training runs remain concentrated in a handful of corporate labs with trillion-dollar-adjacent capital budgets, while university researchers at institutions without major computing centers can struggle to fine-tune and benchmark even open-weight models. The NAIRR is the federal government's principal answer: a shared national resource, contributed to by industry and agencies, that lowers the barrier for academic AI research.

UC San Diego framed the partnership as reflecting a broader national strategy — integrating leading existing capabilities rather than building isolated new infrastructure. For the research community, the practical near-term changes will be a unified portal, coordinated user support, and a clearer path from pilot-era allocations to sustained access.

For U.S. AI research competitiveness, the bet is that widening the funnel of researchers with serious compute access yields compounding returns — more datasets published, more benchmarks built, more models stress-tested outside the corporate labs, and more students trained on national-scale infrastructure before they enter the workforce.
