The U.S. National Science Foundation (NSF) has announced a $100 million initiative designed to spread artificial intelligence computing power more evenly across the country, committing to fund up to 10 new State and Regional Artificial Intelligence Infrastructure Hubs that will pool resources from governments, universities, industry, and philanthropy.
The program, unveiled by NSF on August 4, 2026, is the federal government's most concrete step yet toward closing a widening gap in who can afford to do AI-driven science. As advances in AI transform how research is conducted, NSF said, "access to AI infrastructure remains highly uneven across the nation," leaving researchers and students outside a handful of wealthy institutions struggling to keep up. What the $100 million program will fund
NSF describes the hubs as "flexible state and multistate regional consortia" that will leverage contributions from research institutions, philanthropic organizations, state and local governments, and the private sector to build and operate cutting-edge scientific compute. Rather than buying everyone their own machines, the model asks regional partners who "share in the benefits of discovery" to "pool their resources to unlock compute at a scale that no individual stakeholder, and no federal program, could achieve alone."
The agency said it will initially support up to 10 AI Infrastructure Hubs, with one award made per state or region. NSF's own dollars are catalytic rather than comprehensive: the money will go toward each hub's consortium coordination, AI infrastructure workforce development, and AI-for-science faculty training and curriculum development — essentially the connective tissue that puts compute resources to work for discovery.
Specifically, NSF plans to:
- Train AI infrastructure professionals with the technical expertise to help researchers, students, and educators apply AI to science.
- Connect meritorious research with the hubs in its region.
- Invest in faculty and educator training and instructional materials so students build real proficiency in computing, data, and software for research.

The program is not happening in a vacuum. NSF said the hubs respond directly to core recommendations in "Science: A New Golden Age," a report published in July 2026 by White House Office of Science and Technology Policy (OSTP) Director Michael Kratsios, which lays out a policy foundation for renewing America's R&D enterprise around AI-enabled discovery.
A companion Fiscal Year 2028 R&D priorities memorandum, issued in parallel with that report, calls for investing in AI for science as a national mission and for expanding "flexible access to advanced compute and data infrastructure now required for frontier scientific discovery."
"American scientists deserve the world's best tools to enable their most ambitious work," Kratsios said in announcing the hubs. "In Science: A New Golden Age, we called for expanding access to world-class R&D infrastructure, including advanced compute, to reflect how science is conducted today. These hubs deliver on that commitment in the most practical way possible."
Brian Stone, performing the duties of the NSF director, framed the initiative as both a research and a workforce play. "The State and Regional AI Infrastructure Hubs program supports a national mission to advance AI for science by expanding access to critical AI resources, strengthening state and regional ecosystems, and developing the workforce capabilities needed to harness these technologies," Stone said. "Through this effort, we can empower researchers, students and communities to advance AI-enabled science and drive the next generation of scientific breakthroughs."
Plugging into national AI resources
The hubs are designed to interoperate with existing national efforts rather than duplicate them. NSF said consortia are encouraged to integrate with the National AI Research Resource (NAIRR), the NSF-led initiative that lets researchers surge and share resources beyond local capacity and exchange datasets.
The program also supports the White House-led Genesis Mission, a national effort to harness AI for science, and encourages engagement with related NSF initiatives such as TechAccess: AI-Ready America and existing structures like the Campus Research Computing Consortium for workforce development.
Industry lining up to participate
Several major hardware and technology companies have already signaled they intend to support participants in the program. NSF named NVIDIA, AMD, Intel, Dell Technologies, Hangar, and the Secunda Innovation Fund among the private-sector and philanthropic organizations planning to back the hubs, and said it welcomes additional partners.
The involvement of the country's largest chipmakers is notable given how central compute scarcity has become to the AI research bottleneck. By routing industry support through regional consortia, NSF is effectively asking the companies that build the hardware to help underwrite the academic access that has grown difficult to afford.
