The UK government has committed up to £60 million to establish two new artificial intelligence research laboratories led by the University of Oxford and University College London, betting that open-source, hardware-efficient AI can give Britain an edge in an increasingly expensive global race.

Two Labs, Two Missions

Led by David Barber at UCL, with partner universities including Cambridge, Oxford, and Edinburgh, the lab will bring together researchers from computer science, mathematics, statistics, and neuroscience to explore fundamentally new ways of designing AI systems.

The second facility, the British Open-ended Learning and Discovery (BOLD) Lab, will rethink how AI learns from the world. Led by Jakob Foerster at the University of Oxford, with UCL and Imperial College London as partners, the lab will develop systems that can learn more efficiently, adapt to new situations, and navigate physical spaces.
By focusing on practical, human-centered AI, the BOLD Lab aims to turn research into tools usable in workplaces, infrastructure, and public services, supporting wider adoption across the economy.

Both labs will invest in AI researchers at every career stage. Each lab has earmarked £2 million to hire at least 10 doctoral students, and the facilities will work closely with established leaders in British AI research, including the Alan Turing Institute and UKRI's network of AI research hubs.
The government frames the investment as a way to capitalize on Britain's concentration of AI talent. "We are one of the few countries in the world with all the right ingredients, from a deep pool of top AI experts to world-class universities," said Charlotte Deane, senior responsible owner for the UKRI AI Programme and executive chair of EPSRC.
