The commitment, reported by Axios and detailed in the company's newly unveiled Grid Protectors Program, is an attempt to answer the question that has dogged the AI buildout for two years: who gives up power when everyone wants it at once?

It is a notable shift in posture for the industry's most aggressive builder, and it lands in the middle of a national fight over whether AI data centers are raising electricity bills for everyone else.

OpenAI signed a 25-year contract with Georgia Power to supply that capacity, with delivery arriving in phases between 2028 and 2032 so the full load never lands on the grid all at once.

The contract includes up to 1 gigawatt of flexible demand response — an arrangement that lets Georgia Power cut back the energy supplied to the campus during high-demand events. In practice, that means one of the largest loads on the Southeastern grid can be dialed down, on purpose, exactly when the grid is closest to its limits.

OpenAI covers 100% of the infrastructure and electric-service costs tied to the project, and Georgia families are explicitly shielded from rate increases connected to it. The company has also committed an $80 million community benefits fund to support local initiatives, including up to $71 million in educational credits for Georgia students.

The Georgia Public Service Commission approved the contract on or around August 26, 2026, and it marked the first flexible-demand arrangement of its kind between Georgia Power and a data center customer. Southern Company, Georgia Power's parent, now reports total contracted large-load capacity of 17 gigawatts — and the OpenAI deal is a central piece of how the utility plans to absorb surging demand from large data centers across the Southeast.

Local politics are moving on their own schedule: Effingham County commissioners were set to vote on the data center's site plan on Tuesday, the same day the national program became public.

It covers campuses OpenAI directly develops — not necessarily the substantial capacity it rents from cloud partners or third-party data center operators. Much of OpenAI's announced compute footprint sits on other companies' land, powered by other companies' contracts, and none of that capacity is bound by Tuesday's commitment.

Demand response provisions only matter once the load exists to respond, and grid emergencies between now and then will be managed under the old terms.

A pledge is not a regulation: OpenAI has committed itself publicly, but nothing in the program obligates rivals — Meta, Google, Microsoft, Amazon, or the smaller hyperscale builders — to accept similar curtailment clauses in their own utility deals. Whether Grid Protectors becomes an industry standard or a one-company exception depends on whether utilities start writing the Georgia terms into every large-load contract they sign.
